Swachh Bharat Mission & AMRUT: Advancing Urban Sanitation and Waste Management
The Government launched Swachh Bharat Mission-Urban (SBM-U) on October 2, 2014, and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on June 25, 2015, to tackle urban waste, garbage, and sewage issues.
SBM-U 2.0 & AMRUT 2.0: Strengthening Urban Infrastructure
To build on Phase-I, SBM-U 2.0, launched on October 1, 2021, aims for safe sanitation and scientific waste processing across all cities by October 1, 2026. AMRUT 2.0, also launched in October 2021, focuses on making cities self-reliant and water-secure, expanding universal water supply coverage from 500 cities to all statutory towns.
The details of budget provision for SBM-U and SBM-U 2.0 is given as under:

Waste & Sewerage Management Under SBM-U 2.0 & AMRUT 2.0
The Government provides Central Share (CS) assistance to States/UTs for setting up waste-to-compost, waste-to-energy, bio-methanation plants, material recovery facilities (MRFs), and legacy waste remediation. Funds go directly to States/UTs, not cities, and are allocated for the entire mission, not annually.
Under AMRUT, 889 sewerage projects worth ₹34,501 crore have started, with ₹32,175 crore already executed. AMRUT 2.0 has initiated 592 projects worth ₹67,649 crore, enhancing 6,739 MLD sewage treatment capacity and 2,089 MLD recycling/reuse capacity.
Technical Assistance & Monitoring
The Ministry of Housing & Urban Affairs (MoHUA) provides technical manuals, advisories, and guidelines to support States and Urban Local Bodies (ULBs) in sewage and waste management. It also conducts regular capacity-building programs for field officials.
Monitoring happens through state/UT reports, field visits, and annual Swachh Survekshan surveys, ensuring third-party assessment of urban cleanliness and SBM-U progress.
