Overview of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and Related Initiatives

The Ministry of Housing and Urban Affairs (MoHUA) launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on June 25, 2015, to drive sustainable urban development. AMRUT projects incorporate smart elements and technologies, such as Supervisory Control and Data Acquisition (SCADA), for water supply and sewerage management. As reported by the States/UTs, 230 water supply projects and 146 sewerage projects have been implemented using SCADA.

AMRUT 2.0 and Technology Initiatives

AMRUT 2.0 introduces a Technology Sub-Mission to foster start-up ideas and private entrepreneurship in pilot projects. Under this phase, 1,482 water supply projects and 241 sewerage projects have been approved with SCADA integration.

Capacity Building and Training

MoHUA is actively supporting the capacity building of States and Urban Local Bodies (ULBs) through various schemes, including AMRUT. So far, 57,134 functionaries have been trained, surpassing the target of 45,000. Under AMRUT 2.0, comprehensive training programs are provided for various stakeholders, including contractors, plumbers, plant operators, students, women, and citizens.

Centers of Excellence and Capacity Building

MoHUA has designated four Institutes as Centers of Excellence in Urban Planning and Design, providing certified training courses to a range of professionals, including civil servants and young students. Additionally, six institutes have been established as AMRUT Funded Centers for Urban Planning, tasked with enhancing the capacity of State and Local authorities.

AMRUT Mitra Initiative

The AMRUT Mitra initiative involves women Self-Help Groups (SHGs) in water management projects. So far, 1,762 projects worth INR 140 crore have been approved under this initiative.

Smart Cities Mission in Chhattisgarh

Under the Smart Cities Mission, three cities—Atal Nagar, Bilaspur, and Raipur—have been selected from Chhattisgarh. A total of INR 1,351.63 crore has been released to these smart cities, with Atal Nagar receiving INR 488 crore, Bilaspur INR 428.75 crore, and Raipur INR 434.88 crore.

HRIDAY Scheme Overview

The National Heritage City Development and Augmentation Yojana (HRIDAY), launched on January 21, 2015, was implemented in twelve cities but not in any city of Chhattisgarh. The mission concluded on March 31, 2019, with no new projects initiated post this date.
