SVAMITVA Property Cards
Launched on April 24, 2020, during National Panchayati Raj Day, the SVAMITVA Scheme aims to transform rural India by providing property owners in village Abadi areas with a “Record of Rights.” Using advanced drone and GIS technology for land demarcation, the SVAMITVA Scheme enables property monetization, eases access to bank loans, reduces property disputes, and supports village-level planning. By advancing Gram Swaraj, the scheme empowers rural communities and aligns with the vision of Atmanirbhar Bharat.
On January 18, 2025, Prime Minister Narendra Modi distributed 65 lakh SVAMITVA property cards to over 50,000 villages across 10 states and 2 Union Territories. Joined by Union Minister Rajiv Ranjan Singh and other dignitaries, the event underscored the scheme’s success in enabling legal land ownership and driving economic growth in rural India.
Addressing the Need for SVAMITVA
For decades, rural land surveys and settlements in India remained incomplete, with many states failing to document Abadi (inhabited) areas. This lack of formal property records barred owners from accessing institutional credit for home improvements or financial assets for loans. This gap, persisting for over seven decades, stalled rural India’s economic progress.
Recognizing the need for legally recognized property records to drive empowerment, the government launched the SVAMITVA Scheme, leveraging drone technology for precise surveys and mapping. In a short span, the program has achieved remarkable milestones, significantly advancing economic transformation in rural India.
Achievements of the SVAMITVA Scheme
The SVAMITVA Scheme has made significant progress in empowering rural India with legal land ownership:
- Distributed 65 lakh property cards across 50,000+ villages in 10 states (Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh) and 2 Union Territories (Jammu & Kashmir and Ladakh) on January 18, 2025.
- Brought 31 States/UTs under the scheme to issue “Record of Rights” and property cards to rural households.
- Notified 3,46,187 villages under the scheme nationally, completing drone surveys in 3,17,715 villages (92% progress).
- Delivered maps for state inquiries and prepared property cards for 1,53,726 villages, issuing 2.25 crore property cards.
- Achieved 100% drone surveys in Uttar Pradesh and Madhya Pradesh, with property card preparation at 73.57% and 68.93%, respectively.
- Haryana and Uttarakhand completed 100% drone surveys and property card preparation. Maharashtra and Gujarat excelled in drone surveys with 98%+ completion while accelerating property card preparation.
- Surveyed 67,000 sq. km of rural Abadi land valued at ₹132 lakh crore, highlighting its economic impact.
- Enabled real-time tracking via a centralized online dashboard, with property cards accessible to beneficiaries on the DigiLocker app.
- Employed survey-grade drones and the Continuous Operating Referencing System (CORS) to produce accurate, high-resolution maps, revolutionizing rural land demarcation.

SVAMITVA Scheme: Empowering Rural India
The SVAMITVA Scheme is revolutionizing rural governance, fostering self-reliance, and empowering communities through innovative property validation and land management.
Key Achievements
- Dispute Resolution: After 25 years of uncertainty, Smt. Sunita from Taropka village, Himachal Pradesh, resolved a long-standing land dispute using her property card, ensuring peace and stability for her family.
- Women Empowerment: Smt. Sawarn Kantra, a refugee from the 1947 partition, received legal ownership of her land for the first time in Dhoop Sari village, Jammu & Kashmir. Her property card provided financial security, dignity, and stability.
- Financial Inclusion: Sh. Sukhlal Pargi from Falated village, Rajasthan, accessed a bank loan of INR3 lakhs using his property card, unlocking economic opportunities and growth.
- Boosting Revenue: In Ekhatpur-Munjvadi, Sarpanch Smt. Shital Kiran Tilekdar used updated property records to improve governance, reduce disputes, and increase the Gram Panchayat’s revenue. Residents gained access to loans, driving economic growth and better village planning.
- Panchayat Planning: Bilkisganj Gram Panchayat in Madhya Pradesh transitioned from hand-drawn maps to SVAMITVA maps for data-driven planning. This shift, led by Smt. Priya Rajesh Jangde, optimized land use, improved service delivery, and empowered sustainable development.
International Outreach
The Ministry of Panchayati Raj (MoPR) plans to showcase India’s land governance model globally:
- March 2025: Hosting an International Workshop on Land Governance with 40 representatives from Africa, Latin America, and Southeast Asia to share best practices.
- May 2025: Participating in the World Bank Land Governance Conference in Washington to promote international adoption of the SVAMITVA model.
