India’s Forest Cover Assessment: Highlights from ISFR 2021 and Recent Amendments

The Forest Survey of India (FSI), Dehradun, under the Ministry of Environment, Forest, and Climate Change, conducts a biennial assessment of forest cover across the country. According to the latest India State of Forest Report (ISFR) 2021, India’s total forest cover stands at 7,13,789 square kilometers, representing 21.71% of the country’s geographical area. Detailed state and union territory-wise forest cover data for the past five years is included in the report.

Increase in Forest and Tree Cover:
The ISFR 2021 highlights a net increase of 7,449 square kilometers in forest and tree cover compared to ISFR 2017. With no reported loss of forest or tree cover, the issue of increased carbon dioxide emissions due to deforestation does not arise.

Contradictions Between ISFR and Global Forest Watch Data:
Differences in forest and tree cover definitions used by ISFR 2021 and Global Forest Watch may explain discrepancies in their reported data. ISFR follows a nationally tailored methodology suitable for India’s geographical and ecological context.

Amendments to the Forest (Conservation) Act, 1980:
The Forest (Conservation) Act, 1980, was amended via a Gazette Notification on 4th August 2023, with the revised provisions taking effect on 1st December 2023. These amendments aim to:

  • Promote conservation, management, and restoration of forests.
  • Support ecologically sustainable development and carbon neutrality.
  • Ensure ecological security while preserving cultural and traditional forest values.
  • Address economic needs of forest-dependent communities.
